Wood Stove Replacement Program

Eligible fuels: Wood (uncertified) -> wood (certified), pellet, gas, electricity (heat pump)

Residents of the Ellensburg and Cle Elum airsheds are eligible to receive $500-$1,500 vouchers to replace uncertified wood appliances with EPA certified wood appliances, pellet appliances, gas appliances, or ductless, mini-split system heat pumps. Higher vouchers are designated for non-wood appliances. Low-income applicants may qualify for higher vouchers. The program is funded by the Washington State Department of Ecology and administrated by HopeSource, a local community organization.
The program is ongoing until funds are depleted. It is scheduled to end on June 30, 2017. Priority is given to applicants changing to non-wood burning devices, have respiratory or cardiac conditions, are 65 years and older, or have children under the age of six.
To receive a voucher that can be redeemed at a participating retailer, applicants must submit an application and photos of the old device to HopeSource. Once a voucher is redeemed, the vender is responsible for removing the old device, performing the installation, and submitting paperwork to HopeSource for reimbursement. The applicant must call the permit department to schedule the final inspection.
To qualify for the program, residents must burn at least two cords of wood during a typical heating season and use wood as a regular heat source. The existing stove must be functional and used to heat a home. Professional installation of the new device is required and the old device must be relinquished to the installer. Selling an uncertified wood stove is illegal
in the state of Washington.
