Wood Stove Change-Out Program

Spokane, Washington

Eligible fuels: Wood (uncertified) -> wood (certified), pellet, gas, electricity (heat pump)

Incentive Amounts
The Spokane Regional Clean Air Agency (Spokane Clean Air) secured a grant from the Washington State Department of Ecology to offer $500-$1,000 “instant rebate” vouchers for homeowners.
Those who qualify receive a voucher that they present to a participating hearth retailer of their choice for a discount off of the purchase and professional installation costs. The voucher can be redeemed for $500 off a wood device, $700 off a pellet device and $1,000 off a gas device or ductless heat pump. Income-qualified homeowners may qualify for additional assistance but only if they are switching from wood to gas.


Program Duration
The current program is ongoing until funds are depleted and no later than June 2017.

Procedure
To receive a voucher, applicants must complete an application form with a photo of their current, installed and operational device to the Agency. Once qualified, vouchers are sent to the applicant with a list of participating retailers. Participating retailers are reimbursed from Spokane Clean Air upon the submittal of the proper paperwork which includes before and after installation photos, signed certificate of destruction signed by the recycling center and installer, and the original dated voucher.

Requirements
To qualify, applicants must own the home located within the Spokane County Smoke Control Zone (the urban area of the county where temporary burn restrictions are primarily issued when air quality deteriorates) and regularly use a pre-1995 uncertified wood stove. Applicants must also burn at least two cords of wood during a typical heating season. Only one voucher is permitted per household. Old fireplace inserts must be replaced with another insert (wood, gas, or pellet). Professional installation is required. Participants must follow building permitting guidelines and agree to complete a follow-up survey with the Agency. The state of Washington bans the sale of uncertified stoves.
