Colorado Woodstove Changeout Program

Northern Colorado

Status: Active as of August 2016

Eligible Counties: Boulder, Denver, Jefferson, Larimer & Weld Counties (determined based upon “nonattainment” status)

Eligible fuels: Wood (uncertified) -> wood (certified), pellet, natural gas, propane

Notable feature(s): Wood stoves within Step 2, 2 grams an hour get higher rebates. Stoves in commercial properties may be eligible.

Incentive Amounts
The American Lung Association in Colorado (ALAC) offers residents $400-$3,000 vouchers to replace their uncertified wood appliance with an EPA certified wood appliance, or a pellet, natural gas, or propane appliance. Higher vouchers are given to low-income applicants, applicants who purchase non-wood appliances, and applicants who purchase certified wood appliances that meet the EPA's 2020 Step 2 emission limits. Residents who use an uncertified wood appliance in a frequently used non-residential building, such as a school, church, or greenhouse, may also qualify for the program.

Program Duration
The program is ongoing until funds are depleted.      

Procedure

To receive a voucher, applicants must submit a voucher application to ALAC. If approved, applicants have six weeks to apply the voucher towards the purchase of a new qualifying device at a participating retailer. The retailer completes the installation, destroys the old stove, and submits the necessary paperwork for reimbursement. 

Requirements
The uncertified appliance must be replaced by a participating retailer or certified installer; self-installation is prohibited. Only one voucher is available per household. The household cannot be a secondary home or vacation home and wood must be the primary source of heat. Colorado's Air Quality Control Commission Regulation 4 bans the sale, resale, or installation of uncertified wood stoves.
